Mathadi workers are required to be engaged if you do want to hire labor to do loading and unloading work using external labor. If you have your own permanent employees, then there is no need to register with Mathadi and use their people.

Recently, we were approached by the local Mathadi association to register our company with their board. We do undergo loading and unloading jobs, but they are mostly done through crane support, with hardly any manpower required. Nonetheless, we have adequate internal workers to take care of these tasks.
We do not intend to get involved in registering ourselves with the Mathadi board as we are aware of the hassles involved. We request you to guide us with your knowledge and support. We would like to understand the applicability of Mathadi workers for factories in Maharashtra, whether it is mandatory to get registered with the Mathadi board, and if it is necessary to hire Mathadi workers when the factory already has a sufficient number of permanent workers for loading work. Additionally, we seek advice on the measures we should take to avoid registration and overcome this issue.

Firstly, you need to understand the definition of the Mathadi and hamal laborer. If any activity like loading-unloading, stacking, or sorting is done manually, then you should engage the Mathadi laborers through the Mathadi board. As you mentioned, if these activities are done by the crane and the lifter, it means there is no manual work being carried out in your establishment. Hence, there is no need to register under the Mathadi board or engage Mathadi laborers.
