In Maharashtra, all offices with 10 or more people have to register and get a license.
Once you have a license, you need to show all employees in the muster roll and you must maintain the muster rolls.
If you have less than 10 Employees and therefore only taken an intimation and not a license, then you don't need to maintain records in the specified format. However, you need to maintain wage records and all employees must be in it.
In case you are thinking of avoiding statutory dues by not showing some employees, then I would say its a very bad idea
