Sir, I am presently working in a PSU. I was called for an interview at another prestigious Central government organization, say X. However, during the time of application at the central government organization or even during the interview slot booking, I was completely unemployed and did not have any confirmation of appointment as well. However, 10 days prior to the interview, I joined the PSU in which I am working presently. Because an NOC was demanded during the interview and it was literally impossible to obtain that within 10 days, especially from a State PSU, I did not disclose the same during the interview.
Meanwhile, five days after the interview, the Central government organization released the results, and I was selected and asked to join within 12 days. Now, in order to prevent suppression of facts, I disclosed the same to this organization and also promised a formal resignation from the present PSU before joining. Although the present PSU has rightly accepted my resignation request, they cannot provide a formal release letter before the joining date due to a lack of staff and a lengthy process.
What is the way out?
Is it impossible to join now? Even the central government organization has not yet conducted the medical examination but is demanding a release letter prior to it.

PSUs are known to be sticklers for rules, and hence they may not agree to let you join without being relieved. This is typically enforced in PSUs. Moreover, there is a strong possibility of overlapping employment since you have not been relieved from the present organization, which is totally unacceptable in the government sector. Therefore, you can seek an extension of joining by stating a genuine-sounding reason and join them with a proper relieving order. There may not be much of a problem in granting you an extension.

I believe that your problem can be resolved if you approach higher authorities in the PSU, as it's a matter of 10 days of employment. Seeking help for a lifetime career from seniors in both places could resolve this on humanitarian grounds.

Your resignation has been accepted by the PSU, and due to their engagement and procedures, they are unable to fulfill your requirements. I believe you must share the same with the new employer. Subsequently, you will automatically receive guidance from them on how and what to do next. You can also submit a copy of the acceptance of your resignation at the PSU, which will be self-explanatory.
