Extend time for payment of bonus - do we require to obtain approval from Labour & Factories authorities?

Dear Seniors, Considering the pandemic situation, can we approach to defer the payment of statutory bonus for FY 2019-20.
If so, do we require to obtain approval from Labour & Factories authorities for corporate office & manufacturing plant.
Kindly guide on the same.
