If any National or Festival Holiday falls on Sunday no need to compensate by declaring another holiday which falls on working day. There is no such statutory requirement.
So you can declare the same NH/FH which falls on Sunday. However if the Employer is willing to declare holiday on week day to compensate it , Employer can do so. But no statutory compulsion.
