Hi Sandy,
All festival celebration come under employee welfare and you can celebrate rakhi. Such celebrations cement the bondage among employees and also between employer and employees. Pass a circular to employees about Rakhi celebration and you can ask their suggestion. If possible formulate a special committee consist of representatives from HR and dept wise members which can plan and execute such celebrations.
