Is the worker required to complete 30 days in a calendar year to avail a declared holiday (national + festival)?

For National Holidays, there is no eligibility, and for Festival Holidays, an employee should be in service for 30 days prior to that holiday.

The reference you have provided is applicable to the state of Tamil Nadu. Currently, there are no companies that prefer to design such a policy for availing festival holidays; one must be in service for at least 30 days prior.

The provisions regarding wage payment for Festival Holidays are similar in all southern states (copies attached). I'm not aware of the provisions as per Section 5 of the N & FH Act in Northern States. If it is contrary to the provisions of the southern states, please upload a copy. Moreover, companies are required to follow the statute, and some companies do not comply due to ignorance or a liberal approach.
