Factories Act 194 and Amndments thereto, hadly stipulates any Percentatge of Contract Labour employed by a Contractor on theContractors Muster Roll vis-s-vis Pemanent Employees on Muster -Roll of the Principal Employer.
Employment / Engagement of Contract Labours are rimarily governed by Contract Labour ( Regulation & Abolition) Act 1972 and is need-based on such Work/Jobs which Are Not in the ClasSifcation/Category of "Permanent & Perennial" Nature of Wor / Job . The Objective of the CL (R&A) Act when legislated was to gradually do away with engagement ofCL in work/Job of Pemanent & Perennial Nature in the Prinicpla Employer's Esta, yet malpractices continue which the Judiciary often underlined/ described as " sham" and "subterfuge".
Obeying Laws , voluntarily, remains the Hallmark of Enlightend Employer/Management.
