Since Co. is into trading, handful of Staff (approx. 40%) is illiterate i.e. they cant fill the Self appraisal forms. Also, we cant rely on their superiors regarding true feedback.
Management wants me to design the simplest PMS Policy for employees. Can anyone please suggest me how to proceed on this? Also, please guide me which method shall I use for PA. I need to keep a uniform policy for entire staff.

Setting targets for each department is not an easy task. It requires a study of systems and processes of each department. After studying one needs to identify the costs and ratios associated with each department. Once these are identified, these need to be assigned to each HOD.
Please note that "industry experience" is no guarantee for developing expertise in measurement. I have seen the "Subject Matter Experts" of the specific industry having long experience but unable to devise the measures. Therefore, you need to hire someone who is a "measurement expert".

You have to provide more info about your unit, No.of employees, what type manufacturing taking place, your order book position, sales target required to be met, availability of materials & other inputs in time etc. Similarly complete team composition is necessary.

Option 1 - There are so many posts by experts on how to design KRAs OR KPIs and its important aspects. Please read it and prepare it.
Option 2 - Hire a Consultant who can consult / train in preparing KRAs /KPIs
