Refund of employee's seven weeks maternity leave to employer- New Maternity laws

As per the new policy, Government is required to refund employers for seven weeks of maternity leave given to employees. Anyone knows how and where to claim for this?

Notification to this effect has not been issued yet
Funds lying in Labour welfare cess was to be used for this purpose.
The proposal appeared in newspaper around 15 Nov 18.
Have not seen any govt notification to this effect still.
