First you have to break into Basic and other allow. and see whether he is out of EPF coverage. If he's not willing then what's your HR policy say? will you adopt different pattern for different person ?

If your employee was previously a member of EPF then he will remain a member of EPF even if their basic salary is out of PF coverage. You can deduct his PF on Rs 15000k. But if his age is 58+ or never a member of the EPF scheme previously, then he can exempt from EPF scheme.
