Flexible Benefit Plan (FBP) in salary break-up aims primarily at tax savings. It requires the apportionment of the total salary among various components which are exempt from income tax fully or partially to some extent so as to ensure a higher take-home. At the same time, it also requires periodical submissions of bills on actual expenses later failing which the entire sum thus sanctioned can be recovered in full or tax would be levied and deducted depending upon the policy of the organization. Therefore, unless and until, the flexible structure you propose is known in absolute terms job-position wise, the viewers cannot offer their suggestions to make it more effective.
