No. In the present system, only the employer can forward the forms to EPFO under a covering letter signed by the Authorized Signatory. Even if it becomes available online, without employer authentication, it will not be possible to withdraw from EPF.

It is absolutely possible to withdraw PF without employer's sign or knowledge, provided you have a UAN number and your full KYC is updated by the employer. KYC includes bank account details, Aadhar, and PAN. With these updated, you can make a withdrawal of your PF using the new UAN-based forms 19 and 10c.

Yes it is being approved by employer but emplyer is obligated to approve every employee.

If you have absconded from the job without proper relieving, it will be difficult for you to get your claim settled online. Until your KYC is updated by your employer, you will not receive your claim. You need to approach your ex-employer, and only through him will your claim be processed.

You can directly approach and submit your withdrawal form to them. After submission, that form will go to your employer for their approval from EPFO itself. Most of the time, the employer will not reject to sign the official communication received from EPFO. But for the same, you need to have a strong follow-up.
