They cannot change the salary structure at their own wish. You are supposed to get what has been promised to you. Please post here the terms of offer letter as well as your salary structure here for better understanding of the problem. Alternatively you may consult a local lawyer directly to get the remedy.

Pranab,
Please read your HR Manual thoroughly, to ensure it does not state anything contrary to your understanding. For all legal purposes, the employment letter serves as a binding contract, unless it specifically mentions that 'all' terms of employment will be governed by the HR Manual. In general all HR manuals have overarching provisions authorizing the management to amend it anytime, under intimation to the employees. You would have assented to the HR Manual while taking up the employment. If there is nothing mentioned in the employment letter, which can empower the management to make any changes to employment related provision through any other policy, your employer is at fault. Please ask them to provide reference to any provisions which authorized them opt for such unilateral discretion.
Best wishes!
