There is a UAN created from past employer. But when an employee joined the next Company he does not provide any details of UAN. So the present employer creates another UAN. Later employee realises that UAN can be linked to present Organisation. Now is it possible to merge these 2 UAN created.

We are collecting the Form 11 while employee is joining.
You do have the resume/Application form filled by the employee along with the previous experience if at all. In that case why are you not taking the UAN number of the employee from previous company? Those issues shall me contained @ initial stage only.
If at all they are not providing UAN number and if you create another UAN number then you can transfer the existing EPF amount to current account
