Hi Nishant,
In some of the organizations where work from home option is available, people do use it. There is nothing wrong in it.
You need to see whether it is impacting the work in a negative way?
Secondly, are people exceeding their leave quota? What is your office policy on leave sanctioning?
Since you are new to the organization, you need to discuss these issues with your seniors rather than thinking of doing something of your own.

You can introduce the attendance incentive scheme but before introducing any scheme you should sense the pulse of employees why they are behaving so. Dinshan

In IT firms, work from home or flexible work hours is common. I think that it's your company's policy. You don't need to change the way your employees come to office unless it impact negatively on their performance or productivity. If you are wondering, come to ask and discuss with your seniors.
