It has been 9 months now, and my case is still unresolved at the labor inspector's end. The objection from my previous company is that I cannot be classified under the workman category since my appointment letter states the designation of Manager. Consequently, the case has been transferred to the labor commissioner's desk.

If it were true that you were employed mainly in a managerial capacity, you are not entitled to any remedy under labor laws for the non-payment of your salary. Therefore, you have to file a suit before a civil court for the amount due together with damages.
