What is a confined space?
What is a permit required confined space?
What is a non-permit required confined space?
What are the hazards in confined spaces?
Whether all confined spaces have same hazards?
Safety precautions required for all confined spaces are same or do they differ?
Can there be any explosive atmosphere in the confined space?
In what type of atmosphere in a confined space electricity can be a cause of explosion?
What for you want to use electricity in a confined space?
Why we have to prohibit/restrict use of electricity in some confined spaces?
Whether electricity can produce sparks or not?
Can you limit generation of sparks from electricity in a confined space and if so limiting the voltage will help or not ?
You try to find answers for such questions and you will know the exact reasons for using reduced voltage in confined spaces where it is unavoidable.

Dear Vijay,
Various hazards associated with Confined space one is Electrical shock due to wet / moist surface of the said place. So, the chance of electrical shock is more in high voltage. But as voltage is lower than chance is lower for serious electrical shock.
By use of 24 Volt light the purpose of illumination is satisfied same as other volt lighting.
And apart of this as per Section 36A(a) of Factories Act, 1948 - no portable electric light or any other electric appliance of voltage exceeding twenty-four volts shall be permitted for use inside any chamber, tank, vat, pit, pipe, flue or other confined space; [ unless adequate safety devices are provided]
