It can be rolled and you can put up a transfer request letter to the 'Unit Head' in case you are the sole representative looking after your father-in-law. In Defense, recommendations from the Unit Head are mandatory to escalate the matter to higher ranks.
Upon reaching the case, it may be viewed on humanitarian grounds, provided that solid proofs of enclosures are provided.
