I am changing my job and I can see a column as special allaownce in my newTEC breakup. My concern is I cannot claim(produce bill) for all allowance mentioned under special allo
wance.is it mandatory to produce bills to get it paid? If I fail to produce bill every month will it be paid end of fin year? Pls help

You do not need to show bills for special allowance amount to claim it. It is part of the salary under taxable income, if it crosses the limit in PA. For not deducting tax from that amount, you need to show some investment declaration.
You can claim Medical allowance amount and LTA by submitting bills.

This arrangement works in two way. Some companies pay the amount without bill and deduct taxes and others may pay your bill directly regarding telephonic expenses etc.
LTA will surely be paid with or without bills for others you should check with HR of the company.

Tele bills - If it's against actual exp.incurred and you have the bills to support, it's tax free. If you are paid simply as allowance, then it's part of salary income , taxable.
LTA - You should show documents/bills to show as exp.incurred and reimbursed by the employer subject to your limits.
Car lease- Tell us whether it's a loan paid by the employer to buy a car. Was there any interest subsidy towards this loan, if so, it forms as a perquisite and subject to limits of exemption, it's taxable

Car running exp. Is't another form of transport allowance to and fro house to office? or on official duties ? Subject to limits tax free.
