Dear Kamala,
PF is mandatory whether Contract or Temporary or Casual. Ask your contractor to get the PF code number from EPFO & also ask them to submit their monthly compliance properly.
This is prime responsibility of the PE to verify the PF records {Submitted by the contractor like ECR, CRN etc....} through EPFO website before processing the contractor's invoice.
Note:-
As per my experience before allocating the work to contractor, PE have to check whether the contractor having existing PF code with EPFO or not.
If contractor not made the PF compliance PE may hold some of amount due to non-payment of PF after paying the PF amount by the contractor to EPFO the same amount may refund to the contractor.
Let may senior give their suggestions/views.
No notification is needed. Please read the definition of 'employee in the EPF Act, para 30 of the EPF scheme.
