Please check the notification of minimum wages in your state. In most states the notification says basic is xxx amount, da is xxx amount. So the minimum wages is basic plus da, not basic da and hra

Minimum wages includes Basic + HRA. rest all are part of gross salary even that can be CA, DA, etc etc. Ask if any more needs to know.

As per the Minimum Wages Act of 1948, wages mean all remuneration expressible in monetary terms and payable to an employee, including House Rent Allowance but excluding the value of any house accommodation, supply of light, water, medical allowances, or any other amenity like contributions towards EPF, ESI, Gratuity, Bonus, etc.

As per Section 4 of the Minimum Wages Act 1948, the government can fix or revise the minimum wages in any of the following ways:

1. Basic rate plus special allowance variable with the cost of living index.
2. Basic rate with or without the cost of living index and cash equivalent of concessions.
3. Basic plus cost of living allowance and cash value.
