Public advertisements have been issued by the department in various newspapers (Hindi, English, Urdu, Punjabi) to raise awareness among employers, including contractors, regarding the payment of notified minimum wages to their employees through ECS/cheque. The contractor/employer should assist their employees/workers in opening bank accounts. Every employer must upload the details of the category of workmen employed, wages being paid, and other statutory records maintained by them on their respective websites within 90 days from the date of this order. If a contractor does not have their own website, the Principal Employer should upload the information on their website until the contractor can do so. Hard copies of this information should also be submitted by the principal employer/contractor to the concerned registering/licensing officer.
Instructions for District JLC/DLCs
All District JLC/DLCs who are notified registering/licensing officers under the CL(R&A) Act, 1970, are instructed to ensure that contractors pay the notified minimum wages to their employees by Cheque/ECS when issuing fresh licenses or renewing J licenses under the Contract Labour Act, 1970. Employers in Delhi have 90 days to ensure payment of wages by Cheque/ECS; failure to comply will result in license revocation and penal action under the provisions of the Contract Labour (R&A) Act, 1970, and its rules.
