Since you have already figured out the root cause of high attrition rate, then first and foremost you need to understand why the attrition is so high. Reason that will give you an insight to understand what is causing dissatisfaction to employee to quit, secondly, dissatisfaction directly leads to low productivity, i.e. if employee doesn't feel happy or motivated in his/her current job he would not be able to perform as per company needs.
So look into the reasons why attrition is high.
While, you are doing this, connect with current employees to understand if they are happy with the work they are doing ? if they happy with their employer ? And, is there any thing which company can do to help them?
These questions will certainly help you understand their issues and their mindset. plus it also helps an employer to create a relation / rapport with his employees, by which employees feel important and connected.
Once you do all these things you would be able to figure out their grievances which will directly be correlated to their low utilization.
This was on their BEHAVIORAL aspect.
Now, coming to other important aspect, company needs to have a tool which can measure their utilization on hourly, daily and monthly basis, against their targets. Figure out, through the data what, where, when and how much their utilization is been affected.
Very importantly you need to have a process map which talks about the end to end process and also the time company think it will take to deliver the product from the time order was taken.
Do these couple of things and should be able to sort your problem and then may be share your findings, we can have a look as per the findings.

First you need to mention the nature, whether it is engineering or FMCG. Please arrange a small get-together within your office premises in the week end and be friendly with all the existing apprentice workers and discuss their problems/difficulties, then discuss with your management to overcome those issues by provided additional facilities/benefits to them. Generally attrition rate arises in the manufacturing companies because of the work pressure and continuous shift without proper rest and dumping the responsibility. Try to explain them whatever they learn in your company would be helpful for their career development.

You can hire EPP in place of APP on for 6 month basis. As OT is not applicable to APP but in case of EPP, OT is applicable.
Involve APP\'s in some welfare activities or some motivational activities or introduce new incentive programm for themselves.
This will definately increase your productivity.
Note:- You can hire EPP\'s only for 6 Months.

There are some good responses by others on this issue. I would just add that attrition has got a lot to do with the company culture, Role, career path and Performance Management System. If you can have all these in place the attrition should come down to a great extent.
Productivity is a complex issue. There shoukld not be any difference between the productivity ot permanent and temporary employees. There is need to review your processses and methods and make them simple and less skill dependant. This is a specialised area beyond the capabilities of HR.
