VISION :- where does the company want to be in, let us say next 5-10 years.
MISSION :- the method by which the vision will be accomplised.
OBJECTIVE :- Defining tasks to achieve the mission.
KPI :- Performance indicators that will tell whether the objective has been achieved.
A Daily life example :-
Vision :- I will go to Europe for Holidays in the year 2014.
Mission :- a] I will increase my savings. b] I will find about out the travel requirements for the trip to Europe c] Update / re validate my passport. (and so on viz Information on hotels, cost of travel etc.)
Objective :- a] (i) open an recurring deposit, (ii) take up a part time job
b] (i) visit various agencies for the information (ii) visit web sites (iii) ask people who have already gone to Europe
c] (i) visit passport office site to understand the procedure
KPI :- a] (i) recurring deposit has been opened before December 2013 for Rs. xxxxx/- [Yes / No] (ii) part time job secured giving an income of Rs. xxxx/- before December 2013 [ Yes / No]
b] (i) Enquires with various agencies made before November 2013 [yes/no] (ii) Information from web sites gathered before November 2013 [Yes / No] and so on .

Please guide me how to write a mail to all the staff including Senior Management.
In my office, I am facing the problems like :-
a) Late arrival to office / early departure
b) going to site visits
c) cab booking
d) Lunch / dinner
e) Alcohol (which is not to be entertained)
End of the month they come with reimbursements paper.
I want to send a mail to every one (including Senior Management) asking them to take pre-approval / inform HR/ Admin before they avail / go for any site visit / entertaining guests etc
I want to send across a polite but firm mail asking them to adhere to rules and regulations.
My boss (owner of the company) shouting at me for this lapse. I am at a receiving end all the time.
Would appreciate if you can share a format for the same (for the request) if available.

Here is the draft for your request
As you are aware, all systems and procedures that have been put in place are for good order sake. Non existence of system results in chaos. To streamline procedures, henceforth, following guidelines are being put in place.
Late Arrival/Early Departure : Two registers are being kept in the reception. One for late arrival and one for early departure. In case any employee arrives late or departs early, he is expected to fill up the register with the reason for early departure/late arrival
On Duty Register : An on duty register is being opened. It is suggested that all employees who are going to visit the site must enter details of their visit to site before departure and after arrival. This will also be kept in the reception.
Cab booking : All cab booking for official purpose will henceforth be done only by admin. This will ensure good order. Accounts department will not release any payment for those cabs which are not booked through Admin. Hence, kindly take note of this and route your bookings through admin.
Entertainment : Entertaining guests is one of the prerequisites in our type of business. But, prior approval from department head needs to be taken while entertaining guests. In absence of such approval, admin may be kept informed. The company does not encourage consumption of alcohol and hence no alcohol costs would be approved.
