Hello, can anybody tell me how to decide on objectives and targets for the Personnel and Administration department? What should be the objectives and targets for the Personnel and Administration department.

Here's a generic statement, "To support the business in achieving its result." However, this wouldn't be enough. Please share the business goals with your company, such as double-digit growth or expansion to newer locations.
Draw the Personnel and Admin's reference to this, such as 'fast scaling up of the support services at the new centers.'

Objectives are different from the targets. Objectives are the framework in which HR/personnel should work. Targets are the measures to be attained in a certain period of time.
