Dear Anisha,
As of now, it is not mandatory to have a UID No. There was a proposal to make UID No. mandatory for new employees wef 01.03.2013. However, through a circular dated 06.02.2013 (copy attached), the said proposal has been postponed, and no fixed date for its implementation has been issued yet.
