I am creating an internship program in the retail sector for students graduating from college with a Master's or Bachelor's degree. I would like to know what the legal considerations are for creating this program.

- How should the interns be paid?
- Should they be under the company's payroll?
- What type of leave policy should be there for interns?
- Are there some guidelines that I should be aware of?

You can pay them a stipend. You can take them on a contract for one year, on the company payroll, as you will be paying them a stipend. Regarding leaves, you can decide how many leaves you want to give them (apart from the mandatory leaves listed by the company).
