Leave Policy and Holiday Calendar for 2012
I have to frame a leave policy and a holiday calendar for the year 2012. I need to know the government law related to this. I would like to know the minimum number of leaves an organization needs to give to its employees. I believe there is no upper limit, but I would appreciate it if anyone shares the minimum number as per government law for giving CL, SL, and EL.
Also, what is the minimum number of holidays that are mandatory for an organization to give to its employees? Appreciate your replies at the earliest.

Thank you for the reply. The links you provided contain very old data. I would like to know the minimum number of leaves as per the current/latest Government Law. You mentioned 7 CL & 7 SL. Can you please confirm if this aligns with the latest government law?

Understanding Applicable Laws for Leave and Holiday Arrangements
First, you should know under which act your company falls, i.e., the Shop and Establishment Act in Delhi or the Factories Act. Accordingly, you can proceed with leave and holiday arrangements.

Delhi Shop and Establishment Act: Holiday Guidelines
There is a Shop and Establishment Act in Delhi. There is no law with regards to holidays per se. In addition to a weekly off, there are 3 National Holidays. Other than these, it is up to the employer to give additional holidays. There is no minimum or maximum for this—you can say the minimum is 3 as there are 3 National Holidays.

In case you decide to follow the guidelines of the Delhi Shops and Establishments Act, then you may opt for 15 days PL/EL in a year (5 days after every 3 months) and 12 days CL/SL in a year (1 day for every completed period of one month).

Company Leave Policies: SL/CL Leaves
What if a company isn't providing any SL (Sick Leave) or CL (Casual Leave)? Would that be acceptable? Is there a clause for a minimum number of holidays? I mean, can a company combine holidays and paid leaves together?
I have observed many companies practicing this. They combine holidays and PL (Paid Leave), making the total 21 days, and don't provide any CL or SL. Is that acceptable?

1 earned leave for every 20 days of working..... For CL & SL go through general practice followed by other same companies. Regards, Kalyani

According to my knowledge, your company will come under the Delhi Shops and Establishment Act, and the rules mentioned by Mr. Suresh are correct and applicable. However, if your management agrees, you can increase the number of holidays accordingly.
