The Real Estate Sector in my country is unorganized making it a sector with great opportunity. I started a company to assist people in searching and locating houses for rent, lease or sale via the internet.
We haven't been able to make profits from this venture as users are still skeptical about online payments in my country.
I have decided to rebuild the startup by inviting people to join the Business team (Strategy Think Tank).
However, I don't know how possible it is to hire personnel without pay.
How best can I build the team and make it effective?
I need your suggestions and fresh ideas.

First and foremost, business etiquette demand writing your name clearly. You want a solution from public forum but don't want to disclose your name. How strange!
The second thing is you have not disclosed you are from what country.
Your problem is lack of market research of your business. Rather than hiring "think tank" you need to hire market research agency. Let them do the thorough research and then make your strategy. Any strategy without ground information at hand is bound to fail.
