First of all you need to work out the C&B based on COLA(cost of living allowance) for the given area.
For eg London is almost 200% more expensive than Delhi or Mumbai. So if you decide to pay some one you must ensure his basic 5 needs are taken care
Accommodation(rented)(15-20%)
Food (5-10%)
Clothing (as per region)
Personal care (as per region)
Transportation (upto 10% depending on the type of work)
Entertainment (upto 10%)
Post that you need to see what was his salary in India and the effective salary in INR at USD 48 (average $ v/s INR or the last 6 months).
Besides this you all need to share whether the person would be on your company rolls overseas or is part of a third party project.
In addition as benefits you can contribute
a)Employer & employee share in PF
b)Movers & Packers cost
c)Return air tickets (once a year)
This all needs to be factored as part of CTC for the given position and needs to be clearly informed to the employee. The benefits should not breach

Dear Anuradha,
That’s true if company transfer then remuneration doesn’t increase but cost of living allowance is given to expatriate in host location. The things you have mentioned are part of employment contract on international assignment. Please find the link for more details.
