Hello, please let me have the following clarification:
1) If a principal employer (appropriate government is State) is headquartered at one place in a state and employs fewer than 20 workmen at different branches in the state, but the total number of workmen so employed is more than 20 altogether, will that employer have to apply for a Registration Certificate (RC)?
2) If the answer to Point 1 is yes, can he apply at the headquarters base only and not need to apply separately for each branch, or should he apply for RC separately for all locations in a state?
As per my knowledge and understanding, since the principal employer is one entity all over the state, he should apply at the place of headquarters and mention branches along with the number of workmen to be employed.
Please explain.

If you employ 20 or more persons through a contractor, taking into account branches all over the state, you have to register under the CLRA Act. Depending on the state government notifications in this regard, registration can be obtained from the Labour department where your Head Office is situated.
