If we refer to the basic concept that management skill consists of the function of planning (PDCA), I think HRP is a part of HRM. HRM involves several functions, and HRP ensures that the organization always has enough manpower (usually in numbers but also in competencies) to run the organization or to achieve the organization's future targets.
