for a single employee of the establishment VPF applicability is tough, specially when the establishment is maintaining its ceiling of EPF
you can increase his basic wages and reduce the other allowances so that the employee can be in position to contribute up to 15000 wage ceiling ........but in all cases it is sole decision of management to allow it or not, as the establishment also has to pay equal share of fund extra
