In some companies, Admin functions are like profit centre i.e. the concerned department will be charged for the cost of security, trasnportation etc. so the employees under admin department may be called as direct labour where you can make money, whereas most of HR functions are support function which is indirect and generally no charges are made for HR functions like recruitment, performance mgmt, IR, Employee services, C & B etc.

These are TWO different areas,In a smaller organisations both functions HR and Admin are attached to HR.
Where as in an organisations having large manpower with varity of facilities it is admin function.
Earlier it is called as Personal and Admin Departments,Now the HR plays a stratagic role in the business hence the HR will be responsible only Core HR practices,procedures,systems and policies,
Now Admin comes under facilities management,in case the management opines to combine these two they are at liberty.

Recently joined the group, and searched for earlier discussions.

The above topic, (since the year of this post, i.e. 2008 till now) has seen so many transitions in the HR fraternity.

Basically, as per my personal opinion, all the non-core activities (the activities which are directly adding their contributions to the profits) are generally considered and to be provided by the "support functions", i.e. administration, till now.

For so many years now, every company is going through a lot of process improvements, optimizations, elimination of non-value-added activities, and now, due to the Pandemic, the high-end optimization initiatives have taken a place of "verticalization" in the company.

Throughout my entire career, I have been witnessing a variety of internal workshops, across-plant HR meets, and finally, we have a new concept- IFM!

Now, most of the companies, as a cost-effective measure, have already started taking assistance from professional consultants, for taking their internal projects to completion - IFM project.
