Dear Paramjeet.
I am working as a ISO consultant for various standards from last 5 years.
i don't think that there is any specific responsibility designed in ISO standard for any particular department.
consultant will appoint M.R.( management representative ) from your organisation in consultancy, documentation part to implement the entire standards , only M.R shall be responsible for answering to certification audit time to auditors, and M.R. shall produce all documents, formats demanded at the time of certification audit as well.

With due respect to your experience in the field I am little bit dis-agree with your comment... Why MR is only responsible for auditing... For any organization to get IMS they need to do lot of works... It's a collective effort of all the departments of that organization which leading to a successful audit and help in getting certification... MR only can't maintain all the documents need for the certification...
When comes our organization Competency Developing through Trainings are the responsibility of HRD... They have to keep all the relevant documents required under clause 4.4.2 Competence, training and awareness of ISO 14001-2004...

Thanks for giving attention to my reply.

You are totally right according to clause.

u might be knowing that in certification process we cover entire process, functions, activities and departments apart of financial aspects as profit and loss ac, balance sheet,bank transactions , loan and cc limits ( these all done mostly by C.A)

At consultancy , documentation part consultant cant appoint many people as .M.R or different M.R 's from different departments.

M.R is the person who is quite closer to all departments and also very faithful of Employer too that's why M.R is mostly responsible to produce all documents, formats, evidences .As in quality manual and procedure you will find signatures of 2 persons, 1st issued by (M.R.) and approved by Director/owner/partner/prop etc.

Consultant cant appoint many M.R for various departments.

M.R is the person who understands the formats, guidelines,standards in consultancy and documentation part and then he manages and instructs all departments to collect, implement standards,follow the formats ,maintain all requirements from various departments.

As mostly owners are not free to sit full time with consultant and auditors at the time of consultancy and audit, he designates a reliable person who can access all departments mostly for certification process.

I am unable to understand the full form of EHS. supposed it may be regarding environmental system kind of course. plz le tme knwo the full for and ultimate things if u jave deep interestn this sector then u can go ahead.

First of all it's Dipil, not Dipti...
In our organization MR is the overall co-ordinator... At the time of audit, he is calling the concern department representative to present his relevant data in front of the auditor... It is not the MR showing all the document... It's totally a collective individual departmental responsibility... Not lies fully on MR...

Dear V.K Sinha
I understand that your basic qualification is post graduate in socilogy... Means you are not having any engineering degree or diploma background...
As per factories act and rules the basic qualification for Safety Officer is as below:
Diploma or Degree in Any Stream of Engineering
+
Degree or diploma in industrial safety recognized by the State Government
If you having engineering background, then only go ahead to do course in Safety... Or else it will not give you any benefit in India...
Also when comes to Safety the most reputed institutes conducting Safety Courses is CLI at Mumbai and RLI at 4 different locations.
Anything further you need to know do let us know...
