I was wondering if anyone knew whether labour (specifically tailors) in a garment manufacturing company had a specific bracket for minimum wage? If so where is it listen ?
However, more importantly, since tailors in the industry are graded according to their skill ( i.e. A+, A, B+, B, C, Trainee) does anyone know the minimum wage for each grades or a market standard to follow. Is there a govt defined lowest standard for an A+ tailor ?

Just to add, because the above seemed a bit vague, what i am really looking for is to know whether the government through some act or law has stated a defined minimum wage for the different categorisations of tailors in a garment manufacturing company. For example must a A+ tailor receive Rs 7000 while a C Tailor only has to be paid above Rs 5400 p/month. Or does no such distinction exist legally ?
As I am currently creating a labour skill matrix in my organization and want to create an equal pay for equal skill concept this information would be extremly helpful.
In addition if any one knows what the average pay scale for tailors is that would also be very helpful.

If we pay as per Minimum Wages Rate PF will be on basic of Minimum Wages will be less & if we pay as per 15000 celling rate of PF the cost becoming increasing. So what is correct & in practice solution can you advise me.

First be clear that, PF & Minimum Wages is not interconnected.
You just need to ensure that the salary break-up, whatever you design, should follow the rule of Maharashtra Minimum Wages Act (Latest Notification - As per your industry). Means, Basic Component of Salary should not be less than as described in notification.
Now, Let's talk about pf celling limit 15000. As per you that increases the cost. Being HR its our duty to minimize the manpower cost of company. So stick to Minimum Wages & Design your salary break - up accordingly.
Example : If you give 10 K Gross salary & Basic is 5k the PF will be 12% of 5K (600/-).
So, Keep basic near to Minimum Wages to keep PF contribution comparatively low. Which will result in to overall low costing of manpower.
