I am looking for advise on HR professional growth. Have 3 yrs of experience in HR with recruitment and HR Generalist activities. Currently based out of Kuwait and hence looking for some career advice. Should I go for SHRM certification? Or is SAP HR beneficial?

Firstly you need to complete your PG or Degree in HR.Since you are handling a HR generalist profile, SAP HR will be a more beneficial for you.
Firstly, SAP HR is a widely used HR Tool/Software by most of the Top Companies,Secondly it is user friendly and efficient need based HR tool.
If you wish to be a HR Specialist like into L&D or Talent Acquisition you can get into SHRM Certification for different modules

I am not aware of the hr industry of Kuwait but let me speak on the Indian SAP Market. It has become saturated, no room for freshers, recruiters seek only for experienced sap candidates having minimum 3 years of end to end implementation experience relating to finance/marketing/sales/hr/production. In such scenario, most sap institutes make fake experience of students so that they can tap into the sap industry as sap consultants because end user jobs are very much limited.
However, learning sap is a good option to enhance your knowledge. I wish you all the best of success.
