Hi, As it’s a manufacturing unit, you definitely need to get factory licence.

Dear Sir,
If you are manufacturing the candy with the use of power and engaging 10 and above employees, you need to take License under Factories' Act. If you are in only selling business,license is not required under the Factories Act but require under Shops and Commercial Establishment Act. Check for applicability in your state.

Whatever be your business-related activity - manufacturing, sales, forwarding etc., the question of obtaining what you call as " Labour Licence " will arise only in the event of employing labour for the purpose. If it is a manufacturing activity carried on with power and 10 or more no of workmen OR without power and 20 or more no of workmen, you have to obtain licence under the Factories Act,1948 and comply with the provisions of the Act and its Rules in respect of matters concerning your labour as specified therein.
