Labour Licence - How I will know if the project is falling under State or, Central?

Hi Members, How I will know if the project is falling under State or, Central. Please suggest & share the notice copy.

All works that has been awarded by you from the State Govt. and private agencies falls under the State. If the work awarded by the agencies of Central Govt falls under Central, but all works in mines falls under Central who ever the owner.
