You will have to fire from all angles.
Take the services of a staffing company because they have ready databases.
Post the job on job sites bcoz it will bring you quick response.
Network within your existing contacts.
Increase the employee referral bonus , so they feel bringing in more & more profiles.
Newspapers can be avoided because it will take some time b4 u start getting response.

Only one way or method to achieve the task wont be sufficient, I would suggest it should be a drive...

Fristly there should be Recruitment Strategy in place, as a team we should foresee the usual requirements we get. Then develop database for the same, to use it for these mentioned situations.

1. If we dont have such database, wht one should do is to place an advertisement in major news papers calling for Walk in if required Scrolling in Major Business TV channels. (Allot this work to one team member)

2. Update the requirement in Job Boards, if necessary a Banner in the Front page of Major Job Boards

3. Database search and Mass mailing in Major Job Boards.

Assign the above works to different team members and call for interviews, and offcourse seek help from the Interview panel and let them abut the complete plan you have to achieve.

4. Or you can as well fire a mail to Major Recruitment Agencies to forward few validated resumes....

BUT this all includes whole lot of Money and Manpower along with resources...

On contrary It is HR's or Recruitment Team's responsibility to understand the requirements we usually get in the Organization and try to keep the database or back-ups ready and build the rapport with them to use their network, it works.....

You have a real challange at hand-tough but not really difficult
The options avilable include-
1-Print Media advt i.e Ascent - expensive between minimum 1.5-2.5 lacs for rasonable size posting
Also large no. of responses may not be worthy of second look
2-Referrals-Limited can give you 4-5 max
3-CA institutes-to raw to be put on job right way, give them 6 months training & wait
4-Recruitment Agencies-Can give you 80 % of people at best.But will require a person to coordinate 24x7.
5-Networking sites-Time consuming & may be useful for middle/senior level
Whats the Practeam Solution-Use a mix of sources & agencies vailable
Important that you provide complete details of job discription to recruitment agencies
