I don't knowe how often clean the water tank in India. But i can give you one suggestion about it as my experience.
according to <the code of fire prevention in china> requirement: Our contractor must maintain. fully insepction.testing the fire facilities around our plant annually. which is include the sprinkler system. speaking. alarm system. fire extingisher.outdoor hydrant system. of course include water storge tank as you point.
we are connect local fire branch for protect property during drain the water of tank. the contractor will jump into the inside of tank to clean under relation Confined Space Program. of cousre. if you are one of the customs of FM Global Insurance, you must take the Red Tag Primit with local FM company.
