To my knowledge, Professional Tax is not governed by the provisions of the Factories Act or the Regulations, but rather on the basis of the norms laid down by the respective State Government. Unlike other states where PT is levied by the Commercial Tax Department, in Tamil Nadu (and Kerala), the levy is collected by the Local Bodies.
