By definition, an NMR worker is a daily wage earner whose work begins at the start of the day and ends at the end of the day, implying that their engagement with the establishment/employer is on a day-to-day basis only. The nature of such work would be incidental and not lasting long on a regular basis. Therefore, I am of the opinion that all the conditions of the spectrum of employment could not be looked into for such NMR engagement other than those expressly prohibited or regulated by law, such as child labor. Hence, the question of superannuation is out of place concerning NMR workers as long as they are willing and physically fit to do the work.
Apart from that, I have no idea about the guidelines or orders, if any, in this regard by any governments. As far as I understand, only negative guidelines exist in the form of administrative departmental instructions that restrict the continuous stretch of NMR employee engagement. Mostly, such works are outsourced nowadays.
