Can we have "Paid leave" carry forward to next month and we avail both months of paid leave in one month?

Yes, paid leave is usually credited in full in the month of January, and it can be availed throughout the year. Any earned leave/privilege leave that is not utilized will be carried forward to the next year along with the leave earned for the current year.

There are two ways:
1. Yearly Allocation of Paid Leaves
At the start of the year, paid leaves (privilege leave/earned leave) are added to your leave account and can be availed at any point in time, as much as required, based on the company policy. The remaining balance will either be encashed at the end of the year or carried forward again as per the company policy.
2. Monthly Accrual of Paid Leaves
As per the government rule, there is one paid leave for every 20 working days, which can be credited to the account every month. It can be availed in that month or carried forward to the next month, and both leaves can be used in the following month.
Hope this is clear to you.

Government Rule on Paid Leave
There is no government rule for one day of paid leave for every 20 working days. This is as per the Factories Act 1948, with some qualifying conditions—240 days of work in the previous year are required to earn one day of paid leave for every 20 days of work in the following year. For checking the 240 days, the number of days of paid leave enjoyed, layoff, etc., should be considered. However, actual leave earning will be based on actual working days present.
Factors Affecting Leave Accumulation
The number of days of leave earned in a year depends on the statutory limit of the State S & E Act, the Factories Act, and the organization's policy (which must be better than the statutory limit). This is also applicable in the case of leave accumulation.
