I worked for a startup for 2 years and resigned, leaving the company in December last year due to a good opportunity. I received the relieving letter on the last working day. However, the relieving mail stated that the full and final settlement and the experience letter would be issued within 45 days from the last day. I have received the full and final settlement amount, but not the experience letter. I have been requesting it for two weeks, but they claim they won't issue it as I joined a competitive company and are also withholding salary slips.
Can anyone advise on how to obtain the experience letter? Currently, I only have an appointment letter and relieving letter. Additionally, is the relieving letter sufficient for the future? Would a bank statement with salary credit information be adequate?
The content of the relieving letter is as follows:
"This is to certify that [my name] worked with us as [designation] from [tenure]. He has been relieved from his duties effective [last working day]. His contributions to the organization and its success will always be appreciated. We wish him all the best in his future endeavors.
[HR Manager's name and signature]"
Would this suffice as the experience letter?

It is better to get an Experience Certificate and Salary Certificate on your exit date for the benefit of your future employment purposes. You have to request the company to provide the Experience Cum Salary Certificate for all your future purposes.
An experience letter may have the content like below:

Id ..................... worked as ...................................( Role and Designation) in our Organization in ............................Department from ................................to................ .......... and he was working as ...............................(Designation) at the time of relieving.
