The tone of the warning letter has to be admonitory. A "warning letter" without admonishment will not be a "warning letter" at all.
We, the members of this forum, are outsiders, and we do not know exactly what has happened in your company. We do not know who failed to send the report, what the frequency of the report was, to whom it was to be sent, how many times there was lateness in reporting, how many times the report was not sent at all, and how the non-submission of the report has affected the senior authorities.
Against this backdrop, I recommend that you prepare a draft of the warning letter and upload it to this forum. Some senior members, like me, will review and correct it. While drafting, please include cautionary advice or an expression of displeasure arising from the failure to send a timely report.
