It is applicable only to Workmen who come under the purview of Industrial Employment Standing Orders Act, 1946

Please go through the GOVERNMENT ORDERS because the Government cannot distinguish the age of retirement among different cadres of employees. While Standing Orders apply to workmen, there are separate Manuals or Service rules for other categories of employees. The Government can amend the ACT accordingly, but not based on the category of employment. Please look into it.
