Against Form 5 of PE, you have obtained the license in which the work period is mentioned. Now, the contractor is expressing that the work is finished, not the principal who has issued Form 5. Just ask the principal to issue a completion against Form 5 and treat the same as cancelled. That would be enough for the contractor to surrender his license.
However, as the license fees are paid for a year, the contractor may keep his license valid, and a valid license renewal is also easy in comparison to getting a fresh license.
