If B8 is less than or equal to "1", then the output should be "0". If it is between "1.5, 2, 2.5", the output should be "1". If it is "3, 3.5", the output should be "2". If it is "4, 4.5, 5", the output should be "3". If it is "5.5, 6, 6.5", the output should be "4". If it is "7, 7.5", the output should be "5". If it is "8, 8.5, 9", the output should be "6". If it is "9.5, 10, 10.5", the output should be "7". If it is "11, 11.5", the output should be "8". If it is "12, 12.5, 13", the output should be "9". If it is "13.5, 14, 14.5", the output should be "10". If it is "15, 15.5", the output should be "11". If it is "16, 16.5, 17", the output should be "12".
